Important reminder of your obligations as an international seller

When selling on our website as an international seller, there are important requirements you must follow to ensure a great experience for customers. Understanding and complying with these requirements is essential for successful international selling and is required for your participation in Amazon's international selling programmes.

If you use Fulfilment by Amazon (FBA), view the important reminder of your obligations when using Fulfilment by Amazon in the section below.

If you are based outside Singapore or operate your business outside Singapore, then before you start selling on, there are important steps we recommend you take to ensure a great experience for you and for customers. Review our International Sellers Rules set out below. These rules are in addition to and in no way limit, other seller obligations pursuant to contract or otherwise. Ensure that you understand and satisfy our rules and policies at all times and for each product you offer.

Our International Seller Rules are programme requirements and not intended as legal or tax advice. You should understand the laws that apply to you as a seller on our website and you must only list and sell products that comply with those laws. You are encouraged to consult with a legal or tax adviser if you have questions about the laws and regulations concerning your offer and sale on, so that you only offer products on the Amazon marketplace that:

  • You are permitted to sell
  • You are able to deliver to the customer on time, every time with no customer surprises and
  • You are able to support after the sale.

The list of issues is not exhaustive and the information available at the external links provided has not been prepared, reviewed or approved by Amazon in any way and may be incomplete, inaccurate or outdated.

  • Right to Sell

    You must be permitted to offer, promote and sell the product on As the seller of your products, it is your responsibility to ensure that you do not present customers with offers for your products unless you have confirmed that you are permitted, under all applicable laws, to sell and deliver the product to all potential customers. For example, you should confirm that:

    • Applicable export and import laws permit the delivery of that product to each potential customer,
    • Where local consumer protection, product compliance and content restrictions apply, your products comply with those requirements and restrictions,For example, the product should comply with local age restrictions and
    • Sale and delivery of your product will not violate the intellectual property rights of others (for example, the product manufacturer).
  • Public authority requirements
    • Customs
      Note: You are not authorised to import goods in the name of Amazon or to show Amazon as the declarant, importer of record or consignee!
    • Export controls
    • Do not expose customers to customs delays and additional duties and taxes on their purchases. You are responsible for complying with all import and export obligations and for payment of all applicable duties and customs fees. In short, customers must receive exactly what they order without any additional charges or fees and within the estimated delivery date posted with your offer on
    • Reporting obligations
    • Taxation: please provide a Singapore GST registration number and other GST/VAT registration numbers in countries outside Singapore (where applicable) and comply with Singapore tax obligations. You are solely responsible for (i) determining whether any taxes apply, (ii) accounting for any taxes due and (iii) reporting to the appropriate tax authority.You can visit Singapore – Inland Revenue Authority of Singapore website for more information.If any of your taxes are assessed against Amazon as a result of performing services for you in connection with your participation in Amazon’s international selling programme, you will be responsible for such taxes and you will indemnify and hold Amazon harmless from such taxes.
  • Manage Customer Expectations
    • You must use a reliable shipping method so customers receive their purchases on time, every time.
    • For merchant fulfilled orders shipped from outside the marketplace the product is listed on, you should provide an accurate shipping address in your seller profile, enabling customers to identify the country from which you are shipping your product.
    • Manage customer expectations by allowing a longer lead time to ship to cover shipping time from the dispatch location.You will be responsible for meeting the shipping expectations for all orders you receive.
    • Customers expect the products to be listed in the local currency of each marketplace you list your products on. Make sure that your product sales price includes all taxes (including any GST).
  • Provide Customer Service and Manage Customer Returns
    • Ensure that you are able to provide general customer service including handling customer’s GST invoice requests in the language of the marketplace you list your products on. Customers expect prompt, helpful service when they have questions or concerns about your products. If you provide phone support, you are required to do so in the language of and within the business hours of Singapore. The business language used in Singapore is English. When you interact with Amazon Customer Service or Seller Support for, you will need to communicate in English.
    • For merchant fulfilled products, you need to provide a local returns address. You can do this by engaging a third-party company that can provide local return addresses for your international orders. Alternatively, you can also offer your buyers free shipment for customer returns to your home country address.
    • For FBA unit removals you need to provide a returns address in the country of the fulfilment centre to which you send your products unless Amazon explicitly offers an alternative solution. Note that without a local returns address your products cannot be returned and may need to be disposed of without reimbursement to you.
    • You must match or exceed the Amazon return policy available on While you can offer your own returns policy, this does not limit your obligations to comply with the Amazon returns policies. For more information, see Customer returns for international sales .
    Note: For units fulfilled by Amazon, customer service related to packaging, handling and shipment, as well as receiving and processing customer returns, are handled by Amazon.
  • Use Fulfilment by Amazon
    • It is important that you understand that you (or your freight forwarder) will have to be listed as importer/consignee and nominate a customs broker. Also note that all your goods sent to fulfilment centres need to be sent under Delivery Duty Paid Destination freight terms with all relevant import duties, import GST and other taxes paid by you. Avoid possible rejected shipments and related costs by complying with these terms. Remember, you are also responsible for any charges or claims, as well as for arranging redelivery of goods.
    • Ensure that you label all FBA products with a barcode provided by Amazon’s system (sticker).
  • Provide your payment methods
    • Provide a bank account in one of the countries supported by Amazon. You also need to enter credit card information from a credit card acceptable by Amazon.
  • Your Selling Agreement

Important reminder of your obligations when using Fulfilment by Amazon

If you are based outside Singapore, then before you begin using Fulfilment by Amazon (FBA), you need to provide a bank account in a country supported by Amazon in order to get paid. In addition, carefully consider the following matters with your legal and tax experts (as you deem necessary) and only participate in the FBA service when you comply with all of the following:

Delivery of Inventory

If you choose to send inventory directly to Amazon from outside Singapore, you must use an import broker (either one of your own choosing or one designated by Amazon). All inventory sent directly to Amazon from outside Singapore must be sent under Delivery Duty Paid destination freight terms with all relevant import duties and other taxes paid. Amazon will not be responsible for any import duties, taxes, collect freight or miscellaneous charges associated with importation into Singapore.

Surety Bond.

If you choose to send inventory directly to Amazon from outside Singapore, you will need to obtain an import surety bond.

Importer and Consignee.

If you choose to send inventory directly to Amazon from outside Singapore, you will list yourself as the importer and consignee, will not mention Amazon as the importer or consignee and will register as a non-resident importer as necessary. Amazon will not act as importer of consignee of this inventory.

Return Delivery Address.

Amazon is currently unable to return FBA inventory to an address outside of Singapore. Furthermore, the FBA service does not currently support pick-up options for sellers at our fulfilment centres. If you wish to have your inventory returned to you, you must supply a return address in Singapore.
