How can I appeal this response to activate my account?

We received your submission but we are unable to reactivate your account. Upon review of your account, we confirmed that your Amazon seller account has been used to engage in deceptive, fraudulent, or illegal activity that harms our customers, other selling partners, and our store.
Why is this happening?
Your Amazon seller account has been deactivated in accordance with section 3 of Amazon Business Solutions Agreement.
I have submitted my water bill and historical order records, but I still cannot successfully activate my account. This makes me very confused. I cannot contact the review team directly and I don’t know the specific reason for the rejection.

Thank you for posting here on the forums.
I see that your account has been suspended and you would like some guidance on what your available appeal option will look like.
From what you have shared so far, this sounds like your account was deactivated for verification concerns, is this correct? You can post the deactivation performance notification here, after removing your personal information, so we can take a better look.
To complete an account verification, you must submit ONE of the following documents to be reviewed.
--a utility bill for piped or natural gas, electricity, piped water, mobile phone, fixed-line phone, or internet service dated within the last 90 days with your name and address visible (information must match what is in seller central).
OR
--a business license
The document must also meet the below requirements found in the seller identity verification help page...
-Be valid (not expired, revoked, inactive or closed).
-In order to ensure your documents are not rejected, make sure that they meet the following requirements
-Be high resolution and unobstructed (clear, readable, visible and in focus).
-Be complete and not cut off from any sides (not angled or cropped).
-Be a scanned image or photo of the original document taken from your mobile device's camera.
-Display the full document (front and back, if applicable).
-Be less than 50MB in size.
-Be in one of these formats: TIF, TIFF, PNG, JPG, PDF, and JPEG. Do not include special characters in the file name (examples: $, &, or #).
-Be authentic and unaltered.
-Must not be password-protected.
-Be in one of these supported languages: Arabic, Simplified Chinese, Dutch, English, French, German, Hindi, Italian, Japanese, Polish, Portuguese, Spanish, Swedish, Tamil, Thai, Turkish, and Vietnamese. If your documents are not in a supported language, you must submit a notarized translation in a supported language along with the original document.
If the service bill that you submit is unable to be verified for any reason your submission will be rejected until a verifiable bill is submitted. If you do not have a bill that may be accepted, a business license will be required to complete the verification.

As mentioned by @LeviDylan_Amazon, they are requesting that you post your original deactivation notice that you received. We have very limited visibility into your account or to see why exactly the account was deactivated, thus this information can help us provide additional guidance or support.
We typically will ask that you remove "personal information" such as phone numbers, emails, or addresses. Some notifications can included these details and to prevent the screenshot or information from being removed it helps to remove it prior to posting it in this space. You do not need to remove any information from your account.
As noted, once you post your performance notification here and we can see exactly what is going on in your situation, we will offer further support.

Thank you for posting this follow up information.
This notification implies a verification requirement for you, the business, along with your supply chain and inventory. You will be required to provide a valid utility bill described above by @LeviDylan_Amazon. You will additionally need to provide a government issued ID including front and back in color. All mentioned documentation will need to match the account owners name and address exactly, down to the abbreviations. This should help with the identity verification portion
As for your supply chain and inventory review, we will require valid invoices for all products listing in the account even if they had not been sold. You may also want to review our invoice requirements help page for some common reasons why invoices are rejected. If your products are branded, we may require a letter of authorization to verify you are an authorized distributor on amazon.
Regarding this notification, this is typically sent as a final notice. At this time I cannot guarantee the account is eligible for reactivation. Your documentation will still be reviewed, but if we cannot confirm or verify all required information, the account will remain deactivated.
