Understanding Restocking Fees

An item returned outside of Amazon's return policy or in used, damaged, or materially different condition may be eligible for a restocking fee. Amazon has Guidelines for charging a restocking fee on a return, and the Guidelines itemize Return Request types and allowable restocking fees. Please make sure you understand and follow the Guidelines. You will grade the condition of the returned item in order to charge a restocking fee. The grading must support the calculation of the restocking fee. A partial refund made outside the Guidelines or without proper grading may cause you to lose an A-to-z or SAFE-T claim.

Why is it that FBM sellers can charge a restocking fee, but FBA sellers are not afforded this option?
Our products are routinely returned partially used, damaged, etc. and the customer's refund is deducted from our account at 100%.
If Amazon is going to charge FBA sellers a "Return Processing Fee", perhaps they should be deducting a restocking fee from these buyer refunds to be fair to the seller.
We are not only losing the sale, losing the product, losing the FBA fees for the order, now we're paying a processing fee on the return. The 100% refund regardless of product condition is bad enough, but the return fee adds insult to injury.
How does this make sense Amazon?

We have utilized the partial refund option and there has been two instances now where Amazon goes in and refunds the restocking fee we deducted. This is completely unacceptable. Two days after we issued the refund less our restocking fee, we received an email saying "We initiated a refund of USD $___ to ____ for the following item". Who authorized this refund? Why?
I called seller support and they will give you the run around to open a SAFE-T claim, which will not work. Both times we attempted to start a SAFE-T claim the error message was " This order is not eligible for a SAFE-T claim because you have issued a refund to the customer. Only refunds issued to customers by Amazon, on behalf of sellers, are eligible for reimbursement. "
How do you justify Amazon issuing a refund of the restocking fee without the seller's consent in both transactions?
