I am sorry you went through this experience so close to Prime. There are numerous reason why an ASIN does not qualify or could get suppressed form running a promotion as a PED.
Here is the Eligibility criteria for Prime Exclusive Discounts. Did the Support team provided you with a reason as to why the ASIN was suppressed from the PED ?
