Amazon, please enable a way to streamline our sourcing costs across multiple marketplaces

Managing Sourcing costs is a headache, sure. But managing hundreds, or thousands of ASIN sourcing costs across multiple marketplaces is extraordinarily inefficient. If we are following the new policy guidelines, and successfully manage sourcing costs in the US market, why is it so difficult to transfer or translate them to other marketplaces?

e.g. If I submit a single PDF invoice for the US market that includes 3 sizes (3 SKUs) for one product, Amazon might accept the sourcing costs in USD from the first 2, and reject the third due to "Proof of value document does not meet requirements." It already doesn't make sense since they all included the same document, but then when we apply the same documents to say the Canadian marketplace for CAD sourcing costs, the third gets approved but the first two get rejected due to "Proof of value document does not meet requirements."

I'm opening a case for every single ASINs experiencing this issue in every marketplace--sometimes reopening when the initial support team doesn't fully grasp the situation and refers me to the invoice guidelines again.
