Shipping template pricing problems

So I am trying to change the shipping charge (specifically the area for shipping regions Alaska, Hawaii, Puerto Rico in the standard shipping), we offer free standard shipping to the rest of the US, but it gets very pricey to ship to the specific regions of Alaska, Hawaii, or Puerto Rico. When i change the standard pricing for just those regions, there is a kickback with Amazon stating the following, "we may suppress shipping options when we believe the shipping rates to customers are excessive". What we have changed the pricing to seems to be fair in order to cover up to 50% of our costs in order to ship to those regions. My question is, how do we set a deemed "fair" price without having our products suppressed or potentially take a hit on our amazon account while also being fair to both our company and the customer?

It's difficult to say with certainty, without knowing the product itself. In general when this question is raised, other sellers will often jump in with the advice to increase the price (or potentially increase the price to a point where you can offer free shipping).
