Hello @Seller_KhTvAsCoIYdKF,
My name is Dougal from the Community Manager Team and welcome to selling on Amazon. You can apply for Brand Registry enrollment without a branded ASIN, BUT, you do need to have a picture showing your product with the brand name permanently affixed as part of the application process. There are some specific exceptions to this, but it does depend on the category and you can find that info on the Brand Registry application process help page under the "Product image requirements," section.
The Brand Registry enrollment process can be complicated at times, so please take a look at this Amazon Brand Registry Application Guide for an overview of the process and to answer any other questions you may have.
Feel free to let me know if you have any other questions.
Best, Dougal
