Resell non famous brand products as generic brands or specific brand on amazon
I am planning sell clothes from Walmart’s clearance and local store clearance. These clothes has trademark, brand name sticking them. But these brands or trademark are not big brands like Nike, adidas, CK. They are non famous, I never heard their names. My question is I should list them as generic brands or specific brand. Thanks.

The fact that you've never heard of a brand does not make it generic; nor does it make it a good idea to source from clearance sales to sell on Amazon.
Your best bet is to sell these things on other platforms, where selling USED clothing is allowed (since these items are no longer technically "New")

Go through Amazon's Seller University and pay special attention to the sections on sourcing.
Walmart sale rack items, if unsold, should probably be destined for textile recycling.
Have you experience in selling clothing? Even Nordstrom's and Saks Fifth Avenue have return rates of 20% + on clothing items.

The problem will also be that Amazon will ask you an INVOICE with your name and address on it, not a receipt. Local stores don't give you an invoice. Furthermore they MAY ask a "Letter of authorization", even from "unknown" brands.
Also, listing as "Generic" would be against the policy because these are branded products.
